* test/lisp/progmodes/ruby-mode-tests.el (ruby-with-temp-file): New helper.
(ruby--set-encoding-when-ascii, ruby--set-encoding-when-utf8)
(ruby--set-encoding-when-latin-15): Tests for the previous commit (bug#48043).
