Eli Zaretskii 1af00e67d6 Include the refcards in the release tarball ...

* make-dist (possibly_non_vc_files): Include *.pdf files, to
include the produced refcards in the tarball.  This was lost when
'make-dist' was rewritten for Emacs 27.
