* build-aux/git-hooks/commit-msg: Set LC_ALL=C, before running Awk
in unibyte environments.  (Suggested by Paul Eggert
<eggert@cs.ucla.edu>.)  Use a more accurate approximation to
[:print:], based on UTF-8 sequences of the unprintable characters.
