Fix saveplace.el when desktop.el restores non-ASCII buffers

* lisp/saveplace.el (load-save-place-alist-from-file): Bind
'coding-system-for-read' to nil, so that the 'coding:' cookie in
the save-place file takes effect.  (Bug#55592)
