* emacs-lisp/eldoc.el (eldoc-argument-case): Obsolete and change default.
(eldoc-function-argstring-format): Remove.
(eldoc-function-argstring): Always return upcase args.
Use help-make-usage.  Don't add parens.
(eldoc-get-fnsym-args-string): Don't obey eldoc-argument-case since
it's too late to do it right (bug#18048).
