Paul Eggert c91406620c (rlog_options): Append -rbranchtag if CVS/Tag indicates

a tag, and if the user has not specified an rlog option.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by Emacs.
