* lisp/net/tramp.el (tramp-debug-buffer-command-completion-p)
(tramp-setup-debug-buffer): New defuns.
(tramp-get-debug-buffer): Call `tramp-setup-debug-buffer.

* test/lisp/net/tramp-tests.el (tramp-test07-abbreviate-file-name):
Extend test.
