* doc/emacs/cmdargs.texi (Initial Options): Mention it.
* lisp/startup.el (normal-top-level): Move the eln init to after
we've processed the command line arguments.
(command-line): Interpret the --init-directory switch.

* src/emacs.c (standard_args): Add.
