* admin/notes/repo: Avoid "DVCS" acronym without first explaining it.
Mention using the first line of a ChangeLog as the topic line, and
that commit messages should use UTF-8.
* lisp/mouse.el (mouse-drag-line): Fix misspelling of "right-fringe".
