Paul Eggert 5c592c9a1a Add coding tags for iso-2022-7bit files that are not already tagged. 
* HELLO, tutorials/TUTORIAL.ko, tutorials/TUTORIAL.th:
Add coding tag.  For TUTORIAL.th this prevents Emacs from
misinterpreting the file.
