* lisp/vc/vc-svn.el (vc-svn-create-repo, vc-svn-modify-change-comment):
Call svn via vc-svn-command rather than vc-do-command.
(vc-svn-command): Add --non-interactive.
(vc-svn-update, vc-svn-merge-news): No need for --non-interactive.
