* lisp/net/tramp-sh.el (tramp-convert-file-attributes):
Use `seconds-to-time' for {access, modification, status change}
time.  Simplify check for inode.

* test/lisp/net/tramp-tests.el (tramp-test22-file-times):
Use `seconds-to-time'.
