Eli Zaretskii 0195809bb6 Fix rare assertion violations in 'etags'

* lib-src/etags.c (pfnote): Instead of raising an assertion when
we get an empty tag name, return immediately.  (Bug#41465)

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
