LOAD argument obsolete.  Adjust callers.  (Bug#38072)
(byte-recompile-file): Declare optional LOAD argument obsolete.
* doc/lispref/compile.texi (Compilation Functions): Update
documentation to reflect above obsoletion.
* etc/NEWS: Announce above obsoletion.
